Under the new plan, the White House intends to prohibit federal AI funding from going to states with stringent AI regulations. It will also request that the Federal Communications Commission (FCC) determine if any state AI laws conflict with its authority. This marks a major shift from the previous administration’s approach.

President Donald Trump’s strategy focuses on promoting the expansion and growth of AI. This represents a clear departure from the approach of former President Joe Biden, who prioritized national security and feared that rivals like China could utilize advanced U.S. technology for military purposes. Trump has already rolled back several of Biden’s AI-related executive orders and rules, including restrictions on chip exports.

The new plan also includes promoting the use of AI at the Pentagon, streamlining the permitting process for new data center construction, and launching a program to identify and eliminate federal regulations that hinder AI development.
